How do i get rid of this dried skin rash on my face?

Ive been in the water alot lately and alll the sudden a section of my face is peeling and not the kind like when u get sunburnt.. this one hurts and is more flaky .. kinda like a rash and when i put lotion on it .. it burns.. what should i do to get rid of it?
