If she's taking a penicillin derivative get her to the doctor. And no, she doesn't have to have always been allergic to it. You can take it over and over and be fine and one day develop the allergy and it's very dangerous. A rash can be a symptom of certain viruses too so it may just be one more symptom of something that is being treated but at the very least she needs to phone her doctor right away if she's taking prescriptions for her illness.
