Dry Flaky Skin

I’m a 21 year old guy, i shower and wash my face daily but for some reason i have really dry flaky skin between my eyebrows and under them. What could be causing this and how do i fix it?

I have really bad dry skin on my face. I get it in my T-zone the most ironically. I drink approximately 2 liters of water a day. I exfoliate and use moisturizers for extremely dry skin. However, about a minute or so after applying moisturizer, the same area feels itchy and dry and I have to apply more. I also have dry flaky skin that occurs in my eyebrows. I don’t know what else to try or is it a more serious problem?
