However, about a minute or so after applying moisturizer, the same area feels itchy and dry and I have to apply more. I also have dry flaky skin that occurs in my eyebrows. I don’t know what else to try or is it a more serious problem?

Once hair starts growing back on my face, the skin on both sides next to my lips starts to itch a little and soon what looks to be a small rash develops. After a while, the skin will dry out and start to flake. I just got done shaving and the rash is still there.
